Proposed Amendment to New Shoreham’s Revised Ordinances
Chapter 9 Section 140, Shellfish Licenses

The Town Council will hold a public hearing to consider changes to the Town’s General Ordinances which would change the renewal dates of resident, non-resident and golden shellfish licenses from May 31 to June 1 annually.  In the ordinance below, proposed deletions are stricken (like this) and proposed additions appear in italics (like this).
Sec. 9-140. Shellfish Licenses.   The Shellfish Commission, the Town Clerk, the Harbors Dept., N.S.P.D. and such other persons as may be designated by the Town Council are empowered and authorized to issue shellfish licenses, as follows:
(1) Commercial. [No changes to this section]
(2)Taxpayer and/or resident.  An applicant for a taxpayer and/or resident shellfish license, or renewal thereof, shall be a person who is a real estate taxpayer and/or resident.  Taxpayer and/or resident licenses shall be for a period of one (1) year; June 1 through May 31 May 16 through May 15 of each year. The fee for this license is on file in the town clerk’s office.  Shellfish taken under this license cannot be offered for sale or trade.
(3)[No changes to this section]
(4)Seasonal (summer).  Any person may obtain a seasonal license valid during the period June 14 through October 15 May 16 through October 15 of each year.  The fee for this license is on file in the town clerk’s office.  This license is offered on a weekly, monthly and seasonal basis.  Shellfish taken under this license cannot be offered for sale or trade.
(5)Golden license. Any person sixty five (65) years of age or older may obtain a golden shellfish license valid during the period May 16 through October 15 of each year.  The license fee is one (1) dollar and must be renewed annually.  Shellfish taken under this license cannot be offered for sale or trade.
On Monday, June 4, 2012 at 7:00 p.m. the Town Council will hold a public hearing at the Town Hall, Old Town Road, Block Island, at which time all persons for or against may be heard and the Town Council may act on this proposal and/or amendments hereto.

ADVERTISEMENT FOR BIDS
The Block Island Housing Board is seeking sealed bids for a Class II Land Survey of Plat 14 Lot 55.  Survey work shall include installation of permanent boundary markers, freshwater wetlands delineation, and other work as required to meet standards for a Class II Survey as defined the Rhode Island Society of Professional Land Surveyors. On completion of contract, ownership of electronic files and other survey material and all rights of transfer and use are to be retained by the Block Island Housing Board.
Sealed Bids will be received until 3pm on June 14, 2012. Correctly submitted bids will be publicly opened and read aloud on June 14, 2012, at 7pm, at Town Hall, by the Block Island Housing Board.
Single bids for the entirety of the work will be accepted, and shall be plainly marked on the outside of the sealed envelope as:
-Survey, Plat 14 Lot 55
All bids shall be plainly marked on the outside of the sealed envelope with the bidder’s name, address, and telephone number or other contact information.
No bidder may withdraw his BID within ninety (90) days after the scheduled closing time for receipt of BIDS. The Town of New Shoreham and the Housing Board reserve the right to reject any and all BIDS, to waive any informalities in the BIDS received, and to accept the BID deemed most favorable to the interest of the Town of New Shoreham. Individuals requesting interpreter services for the hearing impaired must notify the Town Clerk (401) 466-3200 three (3) business days prior to the BID opening.

Chapter 10 Section 10-9, Open containers of alcoholic beverages

The Town Council will hold a public hearing to consider changes to the Town’s General Ordinances which appear below, with proposed deletions are stricken (like this) and proposed additions appear in italics (like this).
Sec. 10-9 Open Containers of alcoholic beverages
a.    It shall be unlawful to possess, carry or by any means convey in public opened containers of any description which contain alcoholic beverages in and on all public wharves, streets, sidewalks, highways, beaches, public conveyances or other public place whatsoever in the town except where legally licensed for sale and/or distribution of such beverages.
b.    In addition to the restrictions set forth in paragraph a pertaining to opened containers of any description which contain alcoholic beverages, it shall be unlawful to possess, carry or by any means convey in closed containers of any description alcoholic beverages on all public beaches in the town.
On Monday, June 4, 2012 at 7:00 p.m. the Town Council will hold a public hearing at the Town Hall, Old Town Road, Block Island, at which time all persons for or against may be heard and the Town Council may act on this proposal and/or amendments hereto.

NOTICE OF PUBLIC HEARING
ENERGY COMPONENT OF THE COMPREHENSIVE PLAN
The New Shoreham Town Council will conduct a public hearing on the new Energy Component, as approved by the Planning Board on April 11, 2012, of the comprehensive plan.  The Energy Component is an addendum to the New Shoreham Comprehensive Plan, last updated on March 2, 2009.  The Energy Plan includes information on the production and use of all energy sources on the island, as well as conservation efforts and the impact of state and local regulations.  The plan includes 28 implementing actions in the areas of electric power; fuel use; solid waste; water use; renewable energy including wind, solar and biodiesel; conservation efforts; energy regulations and policies; and building design and sustainable development.
Copies of the Energy Plan are available at Town Hall in the Town Clerk’s Office, at the Island Free Library, and on the Town’s website new-shoreham.com.  You may also request a copy by calling the Town Clerk’s Office at 466-3200 for emailing townclerk@new-shoreham.com.
The proposed Energy Plan to be discussed at the Public Hearing may be altered or amended prior to the close of the Public Hearing without further advertising, as a result of further study or because of the views expressed at the public hearing.  Any alteration or amendment must be presented for comment in the course of the hearing.
The Town Council Public Hearing will be held at the New Shoreham Town Hall on Old Town Road at 7:00 p.m. Monday, June 4, 2012, at which time all persons may be heard.
